The use of the term "museum quality" reminds me of the use of
euphemistic terms on dating sites an din personal ads such as:

Has a great personalty: ugly as sin
Buxom/ curvy/ zaftig: obese
Wonder sense of humour: snorts when she laughs/ has obnoxious laugh

Of course with 78s, apart from museum quality, it is generally a good
rule to be wary of any seller who doesn't sell 78s as their primary
line, as well as those who describe them as:

jukebox record: scratched beyond playability
vintage/ antique: as common as muck
78: usually an lp from the 60s or 70s

and if you find something advertised as a vintage antique 78, its
probably a 4th generation reissue of Meat the Beatles, with a split
seam cover, that sounds like its been played with a roofing nail!
