[78-L] Billy Elliott 'America's Black-Faced Comedian'

Does anybody here have any biographical information on Billy Elliott who was
billed as 'America's Black-Faced Comedian' on the Edison-Bell Radio and
Winner 78s he made in England? He is also on some (Crystalate) Imperial
records.
Was he even known in the U.S.? Did he perform in Variety shows in England?
Or was the name 'Billy Elliott' actually a pseudonym for somebody else?
Any help would be appreciated.
