According to  "Lissauer's Encyclopedia of Popular Music" words and music by 
Jimmy Cox. 1923.
(I can't find anything else on him either.)
First recorded by by Bobby Baker (Pathe) then Bessie Smith (Col) Pine Top 
Smith (Voc)
