[78-L] Acoustic disc playback speed?

10% of 78 would be 7.8 I believe so lowering the speed by 10% would get you
close to 70.2 RPMs

I have one of those direct drive turntables.  How do I translate the 
plus-and-minus percentages into actual revolutions?

I had no idea that the olde-time Victors were that slow...less than 72rpm?
