That was Joe Venuti--and he was singing Barnacle Bill The S---thead!!!!!

For what it's worth, the "Popeye" voice predates any actual Popeye cartoons by
number of years and on Waring's records, it's done by drummer Poley
cClintock. A similar voice sings the last line of Hoagy Carmichael's "Barnacle
ill the Sailor" in 193..still before Costello or anyone else was voicing
opeye.
Costello also recorded as Red Pepper Sam. Great stuff.

also love an article just on William "Billy" Costello especially if anyone
has a photograph of him. There is so little known about this amazing,
