[78-L] Richard Himber LP with Billy Eckstine

I found a strange 12" LP in a collection I obtained recently.  The stiff sack (opens at the top!) says simply "Richard Himber's Top of the Fair Album"  The LP consists of songs written by Himber and performed by his very string-heavy orchestra, with an unnamed male singer, except for the track listed as "It Isn't Fair" as sung by 'guest star' Billy Eckstine!  It's on the "Rolls" label (?) and says "for promotional use only".  The are no numbers in the dead wax, except "RH side 1  pt 1" on A, and "RH side 2 pt 2" on B.
 
Was Himber still leading a band around 1950?  What Fair?  NYC 1964?
