[78-L] RCA Victor Collectors Issue

Over on oBoo there is a record on offer that is on an RCA Victor 
series that I've not seen before. See:

The series is called 'Collector's Issue' and is a white label with 
red print and a numbering of 42-xxxx. This particular one is 42-0024 
and is Melody of Love by Wayne King as recorded in 1940.

Is this simply an 'oldies' re-issue series similar to Columbia's Hall 
of Fame issue and Decca's Gold Label Series and the many re-issue 
label ofthe 45 rpm era?
