[78-L] Genie with the Light Brown Hair

There's a Warner Bros. cartoon with a scene in which a character such as you describe rubs a lamp and summons the genie with the words you remember. Getting no results, he repeats his efforts. His third try is rewarded with a sign that appears out of the magic lamp reading, "Genie on strike."
