[78-L] Who is this?

This is a link to a web site which supposedly has photos of Ethel Waters. 
Most of them are good,  but the first one (upper left corner) is of someone 
else who looks nothing like Waters at all.  She does look familiar...a lady 
in a 40s dress with piled-up hair,  standing at a mike.

Would appreciate if any of you can let me know who it is.
