[78-L] Hoo-Ha shipping costs and wacko buyers

Not unusual, I'm running a few days behind in reading 78-L digests.  Cary Ginell wrote:
"I find it infuriating that sellers have no recourse until they are victimized by these people. Sellers are not allowed to post negative feedback on customers, which serves to make sellers powerless to protect themselves until they have been attacked by a disreputable, unschooled, dishonest, or insane buyer."

I wonder if a Web site exists or, if not, if it is possible to create one whereby eb-y sellers can post comments about buyers or warn other sellers so that they can block such persons from bidding on items they list on ebay.  This might infuriate eb-y, but I don't think the company could do anything about it.  It might even spur eb-y to rescind the restriction on sellers rating buyers.  After all, the company must know that sellers have legitimate gripes about buyers and, in fact, some buyers are likely chronic complainers.
