Yes, those HMVs with RCA stickers were for export, but I doubt that putting a sticker on the labels 
had to do with taxes. 
Since RCA Victor had the exclusive license to use the dog logo in the USA, any sale of HMV records in 
the USA would have been a breach of contract. Just the same, the HMVs got pasted over with 'Electrola' 
in Germany, at a certain period. 
Now, as these HMVs were obviously imported by the license holder RCA (as the wording on the stickers 
implies), the stickers themselves gave evidence that the discs were no 'grey imports', but were imported 
with their permission, or better even, by them. 

You find similar practices today with electronic equipment or appliances. One brand in one country, 
another in the next, but identical technology and design. Sometimes, when there is a shortage in one 
country, the importer gets a series with another brand name, but then these items will have some 
markings to distinguish them from illegal parallel imports.
