My guess would be that the record is from ca. early 1944.

The Shearing is 12PM 18243
If the BBC releases were issued in numerical order, then 10PH 19610 (Memory of Jean Giraudoux, died 31 Jan 44) is an indication.
12PM 18218 is ITMA Starring Tommy Handley, Programme 3 Part 1 and googling suggests that 1943/44 is not unlikely. (I googled: "TOMMY HANDLEY'S HALF HOUR / apparently the first B.B.C. comedy series aired on Australian radio (Wednesdays, from April 19 1944)".
I have a reference to matrix 12PM 36433 - Waltzing with Noel Coward - dated 7th March, 1946.
I assume that the prefixes indicate program types.

Some years ago the widow of UK discographer, author and journalist Ralph Venables, very kindly gave me a number of jazz related items.   This included a twelve inch 78rpm disc issued by the London Transcription Service of the BBC (numbered 12PM 18243).
 
The radio programme is undated - but I suggest circa 1946 - appears to have been called Salute To Rhythm.  It features the Phil Green Orch with announcer Jack Jackson who introduces.George Shearing who plays a very good Honky Tonk Train Blues.
 
Anyone any information please  ?.
