According to the Flapper's Dictionary it's a young man who arrives 
after all the bills are paid:

The term is also used in the song, "She Knows Her Onions," as 
recorded by Jones and Hare:

"She hates finale hoppers,
She don't like college boys,
She likes the sugar poppers,
Who buy expensive toys."
