[78-L] Victor electrical <E> ( E )

Who actually did use the E in the diamond? I see it on Tempo, Allied and a few 
other West Coast labels not cut by Radio Recorders. Is that Electro-Vox?

(the VE having been established as Victor's electrical identification..which by 
the way was still displayed on Japanese Victors as late as around 1950)
