[78-L] Trillblow label

Is it true that this label, that was used for the crepitation contest, was never officially released?  I know they made it out there but wanted to confirm it was not released.  I found the 2-12" record set today with the binder at an estate sale.  It would make sense as there were Columbia test pressings in with the collection.  I'm guessing someone in the family had worked at the nearby Columbia plant.
