[78-L] Unusual HMV Record

Has anyone knowledge of an unusual twelve-inch HMV record which has recently come to light.
 
Twelve inch single-sided (shellac).  Bearing a yellow label, number JG524 showing the usual HMV Dog Logo with the Hayes, Middlesex address.
 
Across the label is reads Stephen King-Hall and For The Blind.   Along side it states play at 24rpm.
 
On the reverse is a label bearing Braille impressions.
 
Stephen King-Hall (1893-1966) was an author and playwright who, some sixty years ago, frequently broadcast on BBC Radio..
