True.
But the song contest wasn't as bad in the late 50's and early 60's as it is 
today. Remember that the contest developed out of the Italian San Remo 
contest, which, in turn continues the good tradition of songwriting from 
Naples (Neapolitan song).
Modugno's "Volare" is perhaps not the best example of that; his "Piove" (6th 
position in 1959) is surely better.
The French chanson also has seen a continuation in this contest; André 
Claveau's "Dors mon amour" (the 1958 winner) is a beautiful song, and the 
1962 winner, "Un premier amour" by Isabelle Aubret (music: Claude-Henri Vic; 
lyrics: Roland Stephane Valade) must rank as one of the best French popular 
tunes of all times.
The 1963 winner, Joergen & Grethe Ingman's "Dansevise", should not be 
forgotten.
