There's a plaza near me that found that playing Mozart at earsplitting levels 
was cheaper than hiring a security guard to keep the riffraff away.

As for folks actually listening to piped in music, here are two similar tales.

1: A "blue sky" weekend for a CBC program I worked on was held at a resort 
north of Toronto. The dining room had music, which was obviously from an 
8-track tape that was stuck on the last track, because the same 3 tunes were 
being repeated endlessly. The show's music producer and I were the only ones 
who noticed.

2: An indoor mall in Oshawa had music that appeared to be playing backwards. 
Their system used large tape cartridges and one was obviously misthreaded. I 
tried to persuade management that there was a problem and was told "Oh no, 
that's how it's arranged."

Duh.
