[78-L] Canadian Victors - Swing Classics

Off topic on topic about Canadian Victors. Can anyone tell me about 
the Swing Classic designation on Canadian Victor 78s. I have Boogie 
Woogie b/w Weary Blues (Tommy Dorsey) on Canadian Victor 26054. What 
I like about this label is the designation Swing Classic, and the 
fact that it features the words His Masters Voice in prominent text.

Was this type of label a re-issue label?
