[78-L] eBay payment held hostage by buyers!

Having used the 78-L as a primer, I contacted my eBay seller after
my first ever smashed record arrived.
He expressed sympathy but stood by the quality of his inadequate
packaging. We'll set that issue aside.
However, he's asking me to leave positive feedback because he says
PayPal is still holding up my payment to him. Is that possible with eBay?
I assumed that my payment to him went straight thru before he shipped.
I can see how savvy yet unscrupulous people can exploit such an
unmoderated bazaar like eBay.

Subject: [78-L] Ebay feed back being held as hostage by sellers!
Oh my goodness Buck, I couldn't agree more......with the seller!
As a buyer and seller I have been on both ends of this matter and
particularly as a seller, have seen abuses by buyers. Especially since
E-Bay recently decreed sellers may not leave negative feedback to
buyers, it is clear to me the hostage takers are the buyers. I can
not imagine why I would give positive feedback to a buyer before
receiving some feedback to confirm the sale has been completed to
the buyers satisfaction. The feedback rating system by E-bay is so
rigged in favor of the buyer. Even a neutral feedback to a buyer pulls
the rating down dramatically. So you don't leave feedback, so what,
you have not hurt the seller, so he doesn't leave feedback for you? so
what, your numbers don't increase and a lot of sellers base their
decision to sell on how much feedback they have accumulated and ignore
the low number feedback buyers.
Sorry for my rant, but to try and keep this on topic, of my last two
sales of a 78 record on E-Bay, one promptly left positive feedback and
I just as promptly left same for him. The other has not responded and I
can only assume he received his record in good condition and was
satisfied.
