Not quite yet.  The House still has to pass it and that vote may come on 
Tuesday.  My guess is that it will sail through the House as it did the 
Senate, but with Congress few things are certain until the vote is taken 
and even then ... 

And then, of course, the President has to sign it, but since he pushed 
it in the first place I doubt he'll veto it.
