The announcer sounds English to me, but probably not recorded in England.
Such an occasion would have been well documented I would have thought.

The announcer has a "funny" accent, and refers to Slam on "brass"! 
There's something maddingly familiar about his voice--a bit like Jack 
Train ("Lefty" in ITMA). A celebrity, perhaps?

It's not the Comet version.
