My 2c worth:

A buyer's obligation does not end when they make a payment any more than the sellers obligation ends once they ship the item. The buyer is also obliged to allow the seller a reasonable opportunity to fix any problems that might arise from the sale. That cannot be determined until after the buyer receives the item and contacts the seller, either with positive feedback if happy, or explanation of the problem if not happy. The seller would then be obliged to address the problem. The transaction is not complete while all this is going on and feedback should be left only after eveything is settled.

Fortunately, most buyers are reasonable folks and will take into consideration the sellers efforts to fix any problems when leaving feedback. Unfortunately, buyers do not have to worry about negative feedback anymore so some figure they have nothing to lose by extorting unreasonable demands on the seller when something goes wrong.

I think the current system sucks because there are bad buyers out there and they should be identified. CDB
