You can add a follow-up to your feedback - once only. Well, this way you get a second line for your comments. 
I don't think that a neg is justified if the money was refunded. I do understand the importance of the cultural loss: I am having one such broken record repaired by an expert right now. 
A neutral will do, because it is visible  on www.toolhaus.org to everybody when they have the seller's negs and neutrals filtered from a hundred pages of feedback. 
With a neg, however, the seller may have to pay higher insertion fees.
