there are about 6 different versions of "Bum"  (I have the one sheet 
for "Heart of NY" and a 16mm print
of "Hallelujah I'm a Tramp") - the best video I've seen on this title 
is the Laser Disc from MGM - not
great, but the original neg had problems (so did the film itself - 
including a change in the Mayor and directors
both in mid-production).

Whoopee was two strip tech, and has always looked washed out - which, 
BTW is not representative
of how good 2 strip COULD look.

that they don't care about quality releases on DVD should have been 
clear when they release John Wayne's
