[78-L] Record playing speed ^

I am lost here, isn't rpm the same in the inside and in tha outside, the other, the tangential speed, ok this is is variable.

Am i wrong?

At 1x (realtime speed) a CD spins from 200 rpm on the inside to 600 
rpm on the outside. 2x, 4x, 8x & 16x are just available recording & 
playback speeds that a computer drive can use with the media.
