Professor Oskar Hackenberger was "Heeresmusikinspizient" ("Music
Inspector of the Army") of the Weimar Republic. He edited *the* standard
collection of German military marches, still used by today's
"Bundeswehr". The piece played here is obviously not a march, but a
concert-band arrangement of a popular German opera tune.
Franz von Blon was a composer of marches and salon music in the 1910s and
1920s, this is the first time I notice him as a conductor on records, but
apparently he conducted both the Berlin and Warsaw Philharmonic "in real
life, if we can believe the German Wiki page dealing with him:
