I don't know the current options; I stopped having time for that 
diversion over a decade ago when there were both inexpensive and costly 
solutions. I know that the three programs from Ares I used (one just for 
kerning) were sold and had names changed, so they won't help.

I did one font with fewer characters where I designed them in PostScript 
and assembled them into a typeface with one program. I synthesized 
Faxfont as a blend between a serif and a sans-serif font, adjusting 
character aspect ratio along the way. That used Font Chameleon.
